This Strange Mechanism Was Unexpectedly Complicated. But What For?

Welcome to another episode of Scrap Mechanic! Today I am recreating this strange mechanism that appears to be a combination of some of the mechanisms I have built in the past. At first glance it appears pretty simple, but the closer I look, the more complex it appeared. I have no idea what it would be used for and why it needs so many parts, but I want to build it either way!
