(16 Jun 2020) Just hours after President Donald Trump signed an executive order on policing to encourage better police practices, the Senate Judiciary Committee listened to testimony from numerous witnesses as lawmakers weigh a legislative reform package.  
Democrats in the House and Senate have already rolled out their proposals in the Justice and Policing Act of 2020.
"Will we meet this moment in history and actually do something real?" asked Democratic Sen. Corey Booker, who introduced the Senate legislation, along with Sen. Kamala Harris of California.  
"Or will we find ourselves back here again a year from now, three years from now, with mass protests in the streets?" he asked.
"What we're seeing on the streets in the United States is a past due notice for the unpaid debts owed to black people for 400 plus years," said Dr. Phillip Goff, the co-founder of the Center for Policing Equity.
"And if the response to this moment as a nation is not proportional to that debt, we will continue to pay it with interest again and again and again."
Sen. Tim Scott of South Carolina, the sole African American Republican in the Senate, has been crafting the GOP legislative package, which will include new restrictions on police choke holds and greater use of police body cameras, among other provisions
GOP Sen. Lindsey Graham, the chair of the panel, voiced hope that a bipartisan solution can be found.
"The question for the committee: Is it possible to find common ground?" Graham asked.
"The answer is obviously yes, if we want to. As chairman, I would like to."
