This video shows how to get the Necklace of Supremacy, as well as Laemir Censer.

To get the Necklace of Supremacy, you MUST destroy the Root Nexus first, before killing anything else.

To get the Laemir Censer, you MUST exhaust all dialogues and listen to the Laemir's stories of Yaesha. Laemir Censer increases Mod Duration by 50%. Increases Mod Cost by 15%.

The Laemir provides no quest per se but asks you to kill the Root Nexus, a root infection he is stuck in and with it the Defiler.
