What is Section 8?

Section 8 is a federal housing assistance program in the United States designed to help low-income individuals and families afford safe and decent housing in the private market. The program is officially called the Housing Choice Voucher Program and is administered by local Public Housing Agencies (PHAs) under the oversight of the U.S. Department of Housing and Urban Development (HUD).

How It Works

Under Section 8, eligible participants receive vouchers that cover a portion of their monthly rent. Tenants typically pay 30% of their income toward rent and utilities, while the voucher covers the rest, up to a certain limit.

Participants are free to choose their housing—apartments, townhouses, or single-family homes—as long as the landlord agrees to participate in the program and the unit meets HUD’s housing quality standards.

Eligibility

Eligibility is based on:
• Income level (usually below 50% of the area median income)
• Family size
• Citizenship or eligible immigration status
• Criminal background checks (certain offenses may disqualify applicants)

Due to high demand, many PHAs have long waiting lists or even closed lists, and priority may be given to those who are homeless, elderly, disabled, or have other urgent needs.
