To deter or, if necessary, defeat any great power adversary, the United States Army must be able to conduct effective large-scale combat operations as part of a capable, integrated, and agile joint force. That is why the Army is conducting its most significant transformation and modernization effort in four decades. To be successful, that effort must transform and modernize the Total Army—including the Regular Army, the Army Reserve, and the Army National Guard. With growing threats and finite defense budgets, that is easier said than done.

As Congress considers the Biden administration’s defense budget request and crafts the National Defense Authorization Act and defense appropriations for the next fiscal year, U.S. Army Chief of Staff General James C. McConville, Chief of the Army Reserve Lieutenant General Jody Daniels, and Director of the Army National Guard Lieutenant General Jon A. Jensen discuss the importance of the Army Reserve and Army National Guard in securing the United States, provide an update on efforts to transform their components, and detail the challenges they confront going forward. Transforming the Total Army is moderated by CMPP Senior Director Bradley Bowman with an introduction by CMPP Advisor Ambassador Eric Edelman.
