Bangladesh Child Helpline-1098

Child helpline is the most trusted and accessible gateway for children in the modern era, many children are victimized and become endangered in many ways. Child helpline protects those children by an intaking phone call from children as well as conscious citizens.

In Bangladesh Initially Protection of Children at Risk (PCAR) project which is now CSPB project phase-II, the Department of Social Services, Ministry of Social Welfare, Child helpline (CHL) was piloted in the old part of Dhaka city by a local NGO in 2011 which is financially supported by UNICEF Bangladesh. After its successful intervention, in 2016 Honourable Prime Minister Sheikh Hasina, the people's republic of Bangladesh, scale up the Child helpline activities all over Bangladesh and officially launched.

Bangladesh Child Helpline-1098 offers free and confidential telephone and emergency response/outreach services for/on behalf of children, including counseling, case management, immediate/direct interventions, and referrals to appropriate services for long-term support. The Helpline is operating 24/7 for providing service and access to all children, especially those in need of special protection measures such as victims of violence, abuse and/or exploitation. Especially, it supports the most vulnerable children who are socially and economically disadvantaged, living in rural and urban areas of Bangladesh.


The Child Helpline uses a combined approach for communicating with children, consisting of: i) Telephone-based interventions carried out by the centralize call center’s Contact team and ii) Emergency response/outreach-based interventions carried out by the Mobile team in decentralizing level. The mobile team comprising Probation Officer/USSO, Social Worker, NGO representative (nominated by CWB), Police Officer (Child-Friendly police officer), Lawyer, any other civil society representative nominated by CWB. Upazila Executive Officer also provides all necessary assistance to the concerned children.
Both teams are comprised of trained staff members. Furthermore, the Child Helpline engages in awareness-raising activities targeted at specific audiences to make children and communities aware of the Helpline, the toll-free number ‘1098’ as declared by the Government, and the specific services it offers. From 2016 to till 31 July 2020 Child helpline received total of 423698 numbers of calls. Out of this CHL 2060 numbers of child marriage enabled to stopped, 10161 children get telephonic counseling. 250535 children were awarded and informed on different issues. 28551 children were linked with the different GO/NGO institute for further support. Provided legal aid support 14734.


We found 88 % of the complaint solved by talk with the complainer. 3% of complaint solved by telephonic counseling. 9 % complaint referred to the local mobile team and 1% complaint link with the other institution for further support.

The victimized and problem-oriented children are confidentially communicating with CHL-1098. Children are not shared some of the issue with their parents or guardians in the meantime this issue listening to CHL-1098. So, In this way they can maintain their safeness as well as not to engaging in large problem. It may be surveillance for reducing child abuse and violence against children, to implement ‘Children act-2013’. wich is one of prime commitments of the government of Bangladesh. We are expecting this system will be going to revenue budget of the government of Bangladesh.
