The number and types of actors in space continue to grow. With the growth in space-based assets, the risks faced by satellites have continued to expand with a number of threats including space debris, increasing militarisation of space, and the development of a range of counter-space capabilities. Increasing space activities from a national security perspective can be also a source of mistrust amongst nations that could lead to potential destabilisation of the space environment. These developments do signify the need for stakeholders to engage in a dialogue process to develop a stable and sustainable outer space regime.

What are the types of counter-space technologies? Has there been instances of use/attack? How have states/commercial actors responded to such attacks? Should all counter-space technologies be treated the same? What could be the possible criteria in determining what constitutes an attack using counter-space capabilities?
