This fight can be rather dangerous without HP increasing accessories, as Efflorescence can easily put both characters on the verge of death. Even more dangerous is its Head Upper attack which is followed by Tank Smash; it's guaranteed to kill either character at their base HP unless you heal them during the combo. Thankfully, this only happens at lower HP, and this strategy avoids giving the enemy the chance for such a thing.

You can negate some of the risk of Efflorescence by using a Potion just before impact, which will prevent Lightning from getting stunned during the attack as well as keep HP up. You'll want to use shrouds to make this low HP approach more workable. Make sure to use Libra, or else Hope will end up healing the enemy during its various Exoproofing skills.

Use Slash & Burn and Dualcasting to build up the chain, relying on Potions to avoid danger. When near stagger, you can use War & Peace to help stabilize the chain as well as heal up before you begin to attack. Build a little chain after the stagger with Dualcasting, then switch to Slash & Burn to deal damage.

The key to this fight is the order of the Exoproofing; you have no control over it, but it will determine how fast or slow this battle goes. You'll want the first Exoproofing to be Ice or Fire, so you're able to have Hope doing respectable damage as a Ravager during the first stagger. The second Exoproofing should be anything but Water; to get this done quickly, you need Water to be the third one. Just use the second to build up some chain in preparation for the third Exoproofing. Even if you could stagger in the second one, it would be best to hold off until the third one; just use War & Peace until that time. After it uses Exoproofing, it will always use Efflorescence. Wait until that attack is done, then summon Odin. Capitalizing on the weakness to Thunder brought by Exoproofing: Water, you should be able to take out over half of the enemy's HP between Lightning and Odin.
