I turned off Vsync before switching to borderless to demonstrate that it fixes the screen tearing and performance problems. Turning on Vsync in borderless caps the frame rate at 60. From what I have heard, Windows Aero forces Vsync on 3D programs when they are running in borderless window. But it certainly isn't capping my FPS to my monitor's refresh rate (60Hz). Unfortunately it is hard to see the difference in smoothness due to youtube's frame rate limits, but it is smooth as glass now.

Disabling Vsync while in fullscreen only causes more screen tearing. Average FPS did not change.

I can now turn my settings on to Ultra without noticing any frame rate difference.
