According to GCAA, drone use is allowed in Ghana, subject to GCAA regulations but make sure you are prepared for some Wahala as we now have issues trying to register the drone if the Customs Officers find this on you on arrival.
I had a nightmare on my recent trip to Ghana where my drone was
surprisingly confiscated at the Kotoka International Airport due to me not having a registration certificate to fly the drone.
As a visitor to Ghana, there is currently no way to pre-register your drone before arriving into Ghana, so the customs officers are taking advantage of the situation and detaining your drone until you can produce a permit. In addition to this frustrating process, there is a real lack of good communication between the Ghana Civil Aviation Authority (who have to register the drone) and the Ghana customs officers at the airport in Accra. There are also some strange random unofficial introduced fees at the airport that the customs officers try to dump on you once you've gone through the official process with the GCAA. The whole incident became a huge waste of my time (and some money) so if you are planning on bringing a drone into Ghana, watch this so you don't get caught out like I did.

Hobbyist drone flights are allowed in Ghana.
Hobbyist Ghana drone pilot license is not required.
Hobbyist Drone registration is required in Ghana for hobbyists.
Drone Remote ID is not required in Ghana for hobbyists.
Drone Insurance is not required but recommended for hobbyists' drone operations in Ghana.
