He signed the “ICE On Notice” executive order directing Chicago police to document alleged agent misconduct and preserve evidence for referral to the Cook County State’s Attorney. At the same time, outrage is growing over violent crime inside the city after a Chicago man accused of nearly beating a CTA Pink Line passenger to death received no prison time. Forty-five-year-old Jesus Ramirez pleaded guilty to aggravated battery after a brutal on-camera attack that left the victim in a coma with severe brain injuries and multiple fractures. Yet because of sentence credits and electronic monitoring allowances under Illinois law, he avoided actual incarceration despite the severity of the assault. Critics say the contrast is stark: while the mayor pushes new mechanisms to pursue federal immigration agents, violent offenders in Chicago are walking free without meaningful punishment. Opponents call this a glaring double standard that raises questions about priorities, accountability, and public safety for everyday residents riding city transit.
