Spain is the only civilization that seems to be paying attention to a Science victory. The rest simply want to fight. My turning every city in my favor has completely stopped, despite it looking completely unhinged. Everybody is putting governors in places and making it all the more difficult for me to flip them towards me. All I'm getting at this point is another City State that should have been flipped long ago. Even the cities borderlining a 22 population city with a stacked Theater Square aren't turning. What kind of madness is all this anyway?
