Every year, thousands of Americans are evicted from nursing homes or discharged against their wishes—sometimes illegally because they’re low-income and on state assistance like Medicaid. In 2017, long-term care ombudsmen received 10,610 complaints about discharges and transfers, up from 9,192 in 2015. In certain situations, it is perfectly legal for a nursing home to ask someone to leave: for example, if a patient’s health has improved. But even the federal government acknowledged in a 2017 memo that some nursing homes are manipulating the rules, pushing out low-income elderly and disabled people on Medicaid to make room for more lucrative patients.
