Narrative from Trooper:
I attempted to stop a red Ford Mustang bearing Texas license plate RPF3373 for speeding, 90 mph in a 40 mph zone. I
confirmed the speed with my radar while the vehicle was in a reduced speed zone at the I-430 SB interchange with I-30 EB. I
initiated my lights on I-30 EB near Chicot Overpass. Soon after initiating my lights, the driver increased speeds and moved to
the left lane. The operator of the vehicle, unknown to me at the time, maintained speeds around 130 miles per hour. Several
other vehicles were on the interstate at the time of the pursuit.
As we approached the Scott Hamilton exit, exit 134, a semi-truck was present in the middle lane. Another was present in the
right lane, slightly behind the trailer of the other semi-truck. The operator of the Ford Mustang swerved between the two trucks,
nearly causing a collision, and exited at Scott Hamilton at speeds over 100 miles per hour. Maintaining high speeds and erratic
driving, the operator traveled southbound on Scott Hamilton and crossed over Baseline Road onto Hilaro Springs where I lost
sight and discontinued the pursuit. Efforts to locate the vehicle were unsuccessful.
On January 11, 2023, around 3:00 PM, I established contact with AVIS rental Company and learned the vehicle was stolen by
a former employee and reports had been made with LRPD. The AVIS employee provided me with a live ping location of the
vehicle and I contacted Cpl. Blackerby, who was in Little Rock. He responded to the area of the ping and located the vehicle
and occupants.
After learning the suspects were in custody, I responded to Pulaski County Jail to speak with the vehicle's occupants. The
driver, Subject 1, confirmed with me he had been read Miranda and was willing to speak to me. I explained to him I would be
seizing his phone and seeking a warrant to determine his location at the time of my pursuit, at which time he said it was him
who fled from me. I asked him to provide me with details of the pursuit to confirm he was the driver. He told me where I
activated my lights, the speeds he drove, how he cut between the semi-trucks, and how he gained distance from me by cutting
between the trucks. Furthermore, he said he almost lost control because of his speed as he turned onto Scott Hamilton. He
continued telling me he crossed over Baseline onto Hilaro Springs and continued driving at high speeds until he no longer saw
any lights behind him, at which time he pulled into a random driveway and turned the car off, where he set until he felt it safe to
leave the area without being found.
The passenger, Subject 2, told me she was in the vehicle at the time of the pursuit. She said she was encouraging Subject 1 to
run and at the time told him to keep going. When they got onto Hilaro Springs, Subject 1 was going to pull into Subject 2's
house, but Subject 2 told him not to because they would get caught.
