The state Attorney General’s Office has released videos that captured Syracuse police exchanging gunfire on May 13, 2025, with a man who an officer fatally shot. The encounter between police officers and the man, Donnell Hogan, lasted only a few seconds. In two videos, the encounter can be seen from two perspectives. The view of the first video is from the body camera of Syracuse police officer Richard Bougourd. The second is from the body camera of Syracuse police officer Conlan McGuire. The AG’s office is investigating Hogan’s death. It has special powers under state law to investigate any deaths that result from an action, or inaction, of law enforcement officers.
