I first changed the fuel cap because it was the easies to fix and I got it with a good discount at the VW dealer. It wasn't the problem so I looked online and found out the most common problem that matched my issues.

My car would not start after fueling. In a VW forum post I found my issue could be caused by the Purge Valve. It stays open. so, when I fuel up, fuel vapors flow back into the manifold flooding the combustion chambers with fuel vapor causing the car not to start up. There was also a thumping sound coming from the rear of the vehicle. Which was most likely pressure from the tank being released because of the failed purge valve stuck open.

I have now changed the valve and my Jetta is now idling a lot smoother and the light has not come back on.
