China's mass surveillance and SOCIAL CREDIT system is aptly named (Wait for it... SKYNET! But not only is it associated with a China-based company... SKYNET is also a program by the U.S. National Security Agency that performs machine learning analysis on communications data to extract information about possible terror suspects. The tool is used to identify targets, such as al-Qaeda couriers, who move between GSM cellular networks. Specifically, mobile usage patterns such as swapping SIM cards within phones that have the same ESN, MEID or IMEI number are deemed indicative of covert activities.

The state is trying to improve the morals and values of its citizens using massive social data and machine learning.
It's already in full force in China, Middle East, Europe, Germany, & soon, the US.
NOTE: This system is intrinsically tied to 5G and is being marketed as the world's savior from the C()r()navirus.
