This implementation adds automatic dispute handling for PayPal transactions, providing parity with the existing Stripe dispute functionality.

Changes:

PayPal Disputes API Integration (paypal_rest_api.rb):

Added fetch_dispute() method to retrieve dispute details
Added provide_dispute_evidence() to submit evidence via PayPal API v1
Uses Paypal-Auth-Assertion header for merchant authentication
PayPal Dispute Evidence Submission (paypal_charge_processor.rb):

Implemented fight_chargeback() to handle PayPal dispute evidence
Added build_paypal_evidence() to transform DisputeEvidence data
Supports multiple evidence types:
PROOF_OF_FULFILLMENT (shipping tracking)
ACCESS_ACTIVITY_LOG (customer access logs) * RETURN_POLICY (refund policy disclosure) * BILLING_AGREEMENT (subscription/cancellation policy)
Compiles comprehensive notes with customer info, purchase details, shipping data, and rebuttal text
Dispute Eligibility Updates (charge/disputable.rb):

Updated eligible_for_dispute_evidence? to support PayPal
Added merchant_account parameter to fight_chargeback()
Ensures PayPal disputes are automatically processed
Core Infrastructure Updates (charge_processor.rb):

Added merchant_account parameter to fight_chargeback()
Enables passing merchant credentials to PayPal API
Implementation Details:

PayPal dispute IDs are already stored in charge_processor_dispute_id via existing webhook handlers (no migration needed)
Evidence is automatically submitted via FightDisputeJob
Comprehensive error handling and logging throughout
Full inline documentation with usage examples
Fixes #876 ($10K issue)
Provides automatic dispute handling parity with Stripe
