Dr. Daphne Mah presents on "Citizen Engagement in Nuclear Governance:A Case Study of Local Information Commissions (CLIs) in France" at the Conference on "Governance for Sustainable Energy Transitions: The perspectives of the Asian Region" at Hong Kong Baptist University on 17 July 2017.

Abstract:
The roles of public inputs to complex energy decision-making have been gaining more academic and policy attention, marked on the one hand by the emergence of more inclusive state-society relations, and on the other hand by the innovations in participatory approaches for realising energy transitions. Nuclear power is widely regarded as one of the most controversial low-carbon energy options. The roles of public inputs in nuclear governance however remain an under-researched area. This study is a case study of Local Information Commissions (CLIs) in France from a perspective of local participatory governance for nuclear power. Based on desktop studies and eight in-depth face-to-face interviews from diverse stakeholders (who come from government nuclear agencies, the nuclear industry, CLIs, NGOs, and academia), we have three preliminary findings. First, the some 30 CLIs acted as a producer of civic science. They contributed to the production, validation, dissemination, and application of scientific knowledge through a variety of fact-finding and claim-checking activities. Second, the CLIs represent a French institutionalised model for improving nuclear governance that is characterised by the integration of local citizen participation into regulatory frameworks, funding mechanisms, and actor networks. Importantly the CLIs serve as a nucleus of network of information and expertise providers. Third, we found that the CLI model has contributed to positive impacts at local community/ project, industry, as well as societal levels. Tensions in the broader political context that remained have however suggested that the CLI model alone is far from adequate, and there is a need to improve a national citizen engagement process for nuclear policy.

Profile:
Dr. Daphne Mah is currently Director of the Asian Energy Studies Centre, and Assistant Professor at Department of Geography of Hong Kong Baptist University (HKBU). Dr. Mah obtained her MSc in Environmental Management from the University of Nottingham in the UK, and completed her PhD study in 2010 at HKU, investigating the role of local states, policy capacity and the development of wind energy policies in Xinjiang, Shanghai and Guangdong. Dr. Mah’s research and teaching focuses on three broad domains: sustainable energy, energy governance, and comparative policy-making, mainly in the Asian, Chinese and Hong Kong contexts. She was awarded the Chevening Scholarship for her studies in the UK. She is a recent recipient of the Faculty of Social Sciences’ (HKBU) Faculty Award for Early Career Academic (Research) 2014-2015. Before pursuing her academic career, Daphne was a journalist in Ming Pao Daily News, and the head of the campaigns team of Friends of the Earth (Hong Kong).
