the mechanism is that turbulences will make more dificoult using it in the other direction.

i think this can help on air circulation.
a hot roof top can heat air, so it will be suctioned from outside like some buildings do.Air then can be cooled by pasing thru cooper pipes with maybe aluminium disipators.
air the will go succioned to the roof and then got heated by maybe black pipes or send back to the building (it will go down cos its cold) and distributed in diferent rooms.
also can be used on maybe combustion engines or other things but obiously with modifications.
anyway it s a pasive sytem that some poeple is using in construction but that valve can surely help :)
