Councilman Arthur Hayes officially invoked Section 4 of the Public Safety Act, legally exiling Ellsworth “Bumpy” Johnson from his own streets. Believing he could break the underworld with a gold pen and a "Persona Non Grata" order, Hayes ordered the king of Harlem to cross 110th Street and never return.

Bumpy Johnson did not fight the order. He simply packed a bag and checked into a hotel in Queens, leaving the power vacuum wide open. Within forty-eight hours, the "dam was removed from the river." Without Bumpy’s iron-fisted regulation, independent crews flooded the district, crime rates tripled, and the vital "numbers bank" seized up, crashing the local economy.

By the time the Governor intervened, the city was in a state of total anarchy. The politician who tried to banish the devil realized too late that without the devil to keep the demons in line, the city would burn. Bumpy knew that the only way to prove his value was to let them see what the world looked like without him.
