Update: Hard coding the module. I had already pitched my clock spring before I realized it was important. I hopped on RossTech and happened to find a full 2015 TDI SEL archive, I used the steering model info and pushed that to the new module and all lights went away.

Tip: Before you unplug the existing module, take a full archive of the car or at least that module and use that code for the new installed one.
