Recently, during a State Council conference China's vice premier Wang Yang proposed a new Tourism Law. Wang urged those concerned to strive to develop an efficient, modern service industry. He also stressed the importance of the role of tourism industry associations and self-discipline, as market supervision takes over from government regulation. But what attracted THIS poster's attention was Wang's advice that tourists themselves should look at improving their behavior; he said some tourists don't have a sufficiently developed sense of ethics, which damages China's image abroad when reported by the media. He singled out some of the uncouth behavior most commonly associated with lower end Chinese tour groups, such as talking and shouting loudly in public, scrawling graffiti on scenic spots, or throwing garbage everywhere. He called for tougher penalties for those who indulged in this kind of behavior under the new law.
