Until well after World War II, long-established state institutes of public health played an important role in supplying the vaccines required by many national immunization programmes. Subsequently, especially from the 1980s onwards, most were closed down or privatized. In the Netherlands the government resisted such moves, and at the start of the millennium was still convinced of the value of a public sector vaccine institute. In 2009, however, this changed and the decision was taken to sell the vaccine production facility. Through an analysis based largely, though not exclusively, on the Dutch case, Stuart Blume will explore the nature and significance of states’ withdrawal from vaccine production.

While not mandated with a global mission, public vaccine institutions such as the Dutch RIVM have played a significant role in the international vaccine arena by transfer of knowledge and technology to public and private vaccine manufacturers in low and middle income countries. In another case, the emergence pandemic influenza as a global threat has resulted in numerous countries trying to ‘re-activate’ ageing or mothballed vaccine infrastructures in order to produce influenza vaccines, not always with success. Using several examples, Jan Hendriks and Martin Friede will explore these issues in this presentation.
