Revealing findings that will seriously shock the country, the National Convener of the Bharat Jodo Abhiyan, Yogendra Yadav, one of India’s most highly regarded political analysts and a former respected psephologist, has calculated that the number of people who will not be included in the draft electoral roll in Bihar, due to be published by the Election Commission on the 1st of August, is 94 lakh and not 65 lakh, as the Election Commission has claimed. Mr. Yadav calls this is “the biggest single act of disenfranchisement in the history of independent India and perhaps in the history of any country in the 21st century.”



Mr. Yadav’s finding is based upon the percentage of the adult population of Bihar that is also on the electoral rolls. Prior to the special intensive revision that percentage was 97%. Now, when the draft electoral rolls are made public tomorrow, the percentage will come down to 88%. This means that the number of people who’s name will not be on the electoral roll is not 65 lakh, as the Election Commission claims, but 94 lakh.



Mr. Yadav believes that there are at least three credible reasons why the 94 lakh figure could considerably increase when we get the final electoral roll. He believes it could go up to 150 lakh i.e. 15 million.

Mr. Yadav has also pointed out another strange feature of the SIR in Bihar. As he puts it: “The Election Commission of India has not reported a single case of addition during the special intensive review.” In other words, it’s only the deletion of names that has happened and not the addition of even one name. He, therefore, concludes: “The SIR was not an exercise in revision, but an exercise solely focused on deletion.”



Finally, Mr. Yadav points out that if a Bihar-style SIR is held nationwide, which is what the Election Commission proposes to do, then, on the basis of what he has found with regard to the draft electoral rolls in Bihar, 9% of the country’s total electorate could be dropped from the voter list i.e. 90 million names could be dropped.
