The Supreme Court’s order to round up stray dogs in Delhi NCR has thrown the spotlight on years of chronic underspending by the Municipal Corporation of Delhi. In 2021–22, MCD spent ₹5.9 crore on stray dogs, mostly on sterilisation, while the city’s stray population rose to 8 lakh in 2019. Spending shortfalls are common across metros despite rising dog bite cases — Delhi logged over 25,000 in 2024. Mumbai and Bengaluru also fell short of targets. The Madras High Court may extend similar measures to Tamil Nadu, where 3.67 lakh dog bites and 20 rabies deaths were reported in 2025 so far.
