When Jason Bourne (Matt Damon) finds out about Lazarus, a program that can reactivate all covert operatives that have been trained using dormant neural implants to become willing tools that are controlled by a single signal as autonomous killers, and that this is much worse than what Treadstone ever tried to do, he goes back into the shadows with a vengeance. Damon has a lot of worn-in intensity when he says that he thought he had finally gotten away from the shadows but instead found out that the programs that he took down were being developed into something far worse than anything Treadstone was working towards. Jeremy Renner’s Aaron Cross appears at Rachel Weisz’s funeral, grieving Outcome agent who was the first person to see him as something other than a weapon, and as he forms an alliance with Bourne it is based on both the common ground of trauma and the fact that there are certain types of threats that need to be addressed through the collaboration of ghosts that typically operate independently of each other.
Young NSA Analyst, Elena Vance (played by Elle Fanning), is the one who discovered Lazarus and is running for her life after she leaves behind the evidence that would reveal the entire operation, and Julia Roberts has a strong sense of determination as Senator Catherine Harlow, who puts her career on the line to bring accountability to the intelligence community which operates with no oversight and wants to continue doing so. As she comes to understand the costs of blindly following orders that include executing innocent civilians, Cameron Diaz brings a commanding presence to the screen as the legendary CIA Field Commander, Serena Cole, whose decision to defect becomes critical when she recognizes the costs of following orders without evaluating the moral implications of those orders. In addition to being the charismatic leader who thinks that Lazarus will protect America and therefore supports the use of tyranny as a means to achieve security, Bradley Cooper is in every frame as Director Marcus Webb and he genuinely believes that Lazarus will protect America, and as such he has no problem creating a new form of totalitarianism that is operating under the guise of patriotism.
As the team works against the clock to prevent the activation of Lazarus, and the subsequent deaths of thousands of people, the film asks if the security that results from taking away the free will of protectors to protect the protected, actually serves the protected or creates a different form of tyranny operating under the guise of patriotism.
In addition to delivering on the action side of things in Lisbon, Vienna, Istanbul, and Geneva, the film maintains its signature grounded, realistic style with intense hand-to-hand combat throughout the film, and culminates with an intense NATO summit sequence, where Cross downloads the asset list while Bourne confronts Webb backstage, and Cole destroys the signal seconds before global activation occurs. The final scenes provide a satisfying conclusion – Webb is taken into custody and exposed, Harlow’s testimony to the Senate provides the framework for changing the way that intelligence agencies are overseen, Cole testifies then disappears into quiet civilian life, Elena joins a human rights group, Cross gets the chance to grieve quietly on a fishing boat in the Philippines, and as always, Bourne escapes into the night — surviving, moving forward, waiting for the next battle that will come again because some warriors can never fully escape the wars that shaped them regardless of how many programs they dismantle, or how deeply they bury themselves between battles.
