The video discusses the UPSC Cadre Allocation Policy 2026, which introduces new rules for IAS, IPS, and IFS (Forest) services starting in 2026 (0:24). The main change is that home cadre is no longer guaranteed (13:57). Instead, India has been divided into five zones or groups (1:51), and aspirants will choose a zone rather than a specific state (2:07).

Key aspects of the new policy include:
Zone System (9:17): The policy categorizes states into five distinct zones. Once a zone is chosen, an officer will serve within any of the states in that particular zone throughout their career (1:51-2:01, 10:48-10:58).
Zone 1: Jammu & Kashmir, Himachal Pradesh, Uttarakhand, Punjab, Rajasthan, Haryana (9:51-10:20).
Zone 2: Uttar Pradesh, Bihar, Jharkhand, Odisha (10:31-10:40).
Zone 3: Gujarat, Maharashtra, Madhya Pradesh, Chhattisgarh (11:01-11:12).
Zone 4: West Bengal, Sikkim, Assam, Meghalaya, Manipur, Tripura (11:19-11:35).
Zone 5: Telangana, Andhra Pradesh, Karnataka, Tamil Nadu, Kerala (11:43-11:52).
Objectives of the Policy (6:53): The policy aims to promote national integration by encouraging officers to serve in diverse cultural and linguistic regions (7:12, 8:47-8:50). It also seeks to improve administrative efficiency by allowing the transfer of officers from states with a surplus of personnel to those with a deficit (8:53-9:06).
Home Cadre Elimination (12:50): Previously, top-ranking candidates often received their home cadre. The new policy eliminates this, ensuring officers are allocated to a zone that may or may not include their home state (12:50-13:57).
Cadre Preference Submission (16:11): Candidates must now submit their cadre preferences within 10 days of the preliminary exam results (16:20-16:33). This is a significant change from the previous system where preferences were submitted after the main examination (16:33-16:38). Once submitted, these preferences cannot be changed (17:20-17:28).
AGMUT Cadre (19:18): The video also highlights a special AGMUT cadre (Arunachal Pradesh, Goa, Mizoram, and Union Territories), which is a reserved cadre for specific sensitive zones including Delhi, Puducherry, Andaman and Nicobar Islands, and Lakshadweep (19:28-20:03).
