The International Labour Organization (ILO), the Government of Mexico and the Global Partnership for Universal Social Protection USP2030 convened a side-event at the Financing for Development Conference in Seville to shed light on how countries are mobilizing resources to finance their national social protection systems in the context of current challenges. As the International Commission of Experts on Financing for Development puts it: ‘The quantity, quality and types of finance mobilized have proven insufficient for the task. Instead, resources continue to flow uphill, from poor countries to rich ones’.
The side-event demonstrated the different options that countries have for creating fiscal space to extend social protection coverage and enhance its adequacy. In the context of difficult macroeconomic conditions, high levels of informality and persistent social exclusion, building universal social protection systems on the basis of social solidarity and collective financing is not a luxury, but a necessity. By ensuring access to healthcare and income security, social protection prevents, or at least alleviates, poverty and reduces vulnerability, inequality and social exclusion, while supporting economic development.
The invited panellists elaborated on national practices and collaborative approaches that have worked in operationalizing the ‘call to action’ to increase social protection coverage by at least 2 percentage points per year (paragraph 27i of the outcome document). Participants also shared their commitments to operationalize the extension of social protection, including through the adoption of legislation, the development or strengthening of national social protection strategies and schemes, and other concrete policy measures. The session fostered dialogue among national policymakers, social partners and other key stakeholders, highlighting the pivotal role of social protection as a cornerstone of equitable and sustainable development.
