when a women obtain decree of khula from court then she apply for divorce effectiveness certificate(Talaq mosar certificate).After 90 days union council
issue a divorce effectiveness certificate.when a women apply for divorce effectiveness certificate she should have to send all relevant documents like decree sheet,judgment sheet cnic copy and application for talaq mosar certificate via registered post AD(Acknowledgment Due).

when she send all documents via registry then she received a receipt and that is a evidence enough.Receipt shows she definitely send documents to concerned union council for divorce effectiveness certificate and date is also mentioned in receipt.
After 90 days if union council not issue divorce effectiveness certificate to women.Then there is no bar for a women if she want to do second marriage
.Because divorce is effective now from the date in which she send documents to concerned union council.

But if union council refused to issue talaq mosar certificate then simply you should have to file an application to DC and when you send application to DC.
then directions referred to union council administrator as soon as possible just issue divorce effectiveness certificate to women then he will issue a divorce effectiveness certificate.
