FOI and the EIR give people a right of access to official information to make bodies more transparent and accountable. As such it's an important constitutional right.

Most people exercise their right of access responsibly. However, some may misuse or abuse FOI or EIR by submitting requests which are intended to be annoying, disruptive or have a disproportionate impact on a public authority.
