During the Thursday, 23 September 2021 parliamentary discussion on the status of communication services in Uganda, Dr. Abdulhu Byakatonda [Ph.D] (Workers’ Member of Parliament) made a powerful call for improving the quality of media content, enhancing internet access in rural areas, and ensuring ICT drives education and development.

He emphasized that:
✅ Media houses must produce educative and informative content, not just entertainment.
✅ Only about 5% of Ugandan children in villages access the internet — a digital gap that must be closed.
✅ Regulators like UCC must assess not just signal quality, but content quality and accessibility.
✅ Research and evidence-based policy are key to building a truly connected Uganda.
