A bill reforming Iowa's election recount process is heading to Governor Kim Reynold's desk.

Currently, candidates can request a recount regardless of the margins. But under this new bill, candidates for statehouse and local races could only request a recount if they're within 1% or 50 votes, whichever is lower, of the apparent winner. That margin narrows to just .15% for statewide or federal candidates.

"These changes will bring consistency, reliability, fairness, uniformity and enforcement," State Sen. Ken Rozenboom (R- Pella) said.

The measure also shakes up who can sit on a recount board. It shifts responsibility to county auditors and their staff, instead of the current rules that call for one representative per candidate and one neutral party to perform a recount.

Democrats worry the changes could potentially put auditors in charge of their own recounts.
