Note: You want to do this ASAP just in case you cannot have access to the Horseshoe District. Very simple to do is just interact with the red crate and you get the Graffiti tag aka Mural. In this video the first Graffiti is story related HOWEVER you can access it via open world. I tested the theory of accessing the area and it works.
