This happens when you remove a third party email (that is an email that is not a Gmail email) from your Google Account as recovery or even alternative email and then try to make a Google Account with it.

The message suggests that you recently deleted a Google Account which used that email when, in fact, you only removed the email so that you could reuse it.

Google is aware, but at the moment test reveal that even waiting 30+ days for the removed third party email to be free to reuse to make a Google Account with is not a solution, sorry. There is a workaround which can help in the meantime:    • Update on the Email "Taken" by Recently De...
