Prime Minister Yitzhak Rabin, reacting to reports that Islamic militants were ready to accept a cease-fire, said Sunday that an agreement would only work if attacks stopped in both Israel and PLO run areas.

Sources in the militant Islamic Jihad, or Holy War, which has carried out a number of suicide bombings, said the group was ready to consider freezing attacks until July 1, but only in Palestinian self-rule areas.

Tension is high in the West Bank town of Hebron where 400 hundred Jewish settlers live amid 80,000 Palestinians. An Israeli ambush of Islamic militants in the area on April 16 left three Hamas members dead and the town flooded with tight security.

Yet Israeli Prime Minister Yitzhak Rabin chose Hebron to respond to reports that Islamic militants are willing to consider a temporary freeze on anti-Israeli attacks until July 1, but only in areas run by Palestinians.

The Islamic Jihad wants to keep their arms and demands the release of 50 Islamic Jihad members held in Palestinian jails.

But Rabin said that an agreement would only work if it were comprehensive and applied to Israeli territory.

The Palestinian Authority led by Yasser Arafat is negotiating with Hamas over the proposal by the Islamic Jihad to stop Israeli attacks. Palestinian officials said that they expected Hamas' position to become clear after an upcoming meeting of the group's leader in Cairo.
