As simple as it would be to just ask someone who knows where the assembly is where the RN is checked... I thought it would be more fun to do it like how I did the "crit rolls do not happen before a hit is confirmed" akin to this video:
   • Fire Emblem: Crits do not roll before...  

Short Answer: Yes, you need to hit.
It could have easily just played the "hit" animation but backfired before the hit RNs were rolled... but it seems like from how savestates and RNs work in FE6, it seems like the only logical conclusion is it rolls the backfire after a hit.
