Robert Greenhill, Elissar Sarrouh, and Mark Berlin: Contemporary Challenges and Priorities in International Development



The ISID Professors of Practice have vast and deep knowledge of international development, informed by decades of experience as practitioners of policy, law, business, and more. Professors Robert Greenhill, Elissar Sarrouh, and Mark Berlin have each had dynamic careers in their respective areas of expertise. In this joint interview, they reflect on their own experiences, as well as what they see as the primary concerns of their fields in the post-Covid era.    


Robert Greenhill has combined a career in international business with a commitment to public policy on global issues. He is Executive Chairman of Global Canada Initiative, and Professor of Practice at ISID. His previous professional roles include Managing Director and Chief Business Officer of the World Economic Forum, Deputy Minister and President of the Canadian International Development Agency (CIDA), and President and Chief Operating Officer of the International Group of Bombardier Inc.



Elissar Sarrouh is a seasoned executive leader with over 30 years of experience in international development, global governance, diplomacy and political representation. She brings a wealth of expertise with particular strength in areas of intellectual leadership, consensus around complex policy issues, understanding of global emerging political and economic challenges, and advanced skills in strategic visioning, planning and business modelling. She had the privilege to represent the UN/UNDP/UNIFEM/UN Women in 3 different regions and several countries as United Nations Resident Coordinator, UNDP Resident Representative, UNIFEM/UN Women Director and other senior leadership roles.


Mark Berlin brings to McGill a wealth of experience in academia and government practice. For 25 years he was Adjunct Professor in the Law Faculty at the University of Ottawa while working for the Department of Justice. Over the course of his career at Justice he had the good fortune to directly serve as legal and policy counsel to 4 Attorneys General; Senior Counsel - Criminal Law Policy; was Senior General Counsel to the Deputy Attorney General; Special Advisor on the Middle East to the Minister of Justice and Director General of International Legal Programmes. His focus was on legal technical assistance and institutional capacity building in failed and fragile states establishing justice sector reforms in diverse areas such as Sudan, Bangladesh, Ukraine, and the Palestinian Authority.
