The history of Dubuque is closely tied to its geographic location and natural resources. It was originally controlled by Spain following the 1763 defeat of the French, with the first permanent European settler being Julien Dubuque, a Quebecois pioneer who arrived in 1785. Julien Dubuque was notably involved in lead mining, having obtained permission from both the Spanish government and local Meskwaki American Indians. The city of Dubuque, named after him, was chartered in 1833 and became part of the Iowa Territory in 1838, and subsequently the State of Iowa in 1846. Following the depletion of lead resources, Dubuque transitioned to a center of the timber industry and later diversified into other sectors such as boat building, brewing, and railroads.

Economically, Dubuque has seen various transformations. In the early 20th century, it was home to the brass era automobile company, Adams-Farwell, and experienced significant industrial growth. However, the decline of manufacturing in the 1980s led to economic challenges. The city subsequently diversified its economy, now focusing on sectors like tourism, technology, and publishing, and it has become a significant tourist destination, attracting over 1.5 million tourists annually.
