Staff Presentation for 05/08/12 - City of Longmont 2012 Water Supply & Drought Management Plan.

Executive Summary: The City's water supply for last year was above average; however the supply for the remainderof the 2012 water year is currently projected to be average due to water storage carried over from last years above average supply. This average supply is primarily due to above average basin wide reservoir storage levels even though there is below average snowpack conditions.

Continuing conservation efforts of the citizens of Longmont and the ongoing development of Longmont's water rights portfolio additionally contribute to this average projected supply. Snow pack for the Saint Vrain Basin is currently below average; however yield from City's ownership of Colorado Big Thompson and Windy Gap water trans-basin supplies are slightly above average. Longmont's total projected water supply exceeds the target for a sustainable conservation level two years out (2014). As in past years, the Sustainable Conservation Drought level of drought response continues to encourage water conservation on a voluntary basis and best management practices for all Longmont water users. Watering restrictions for municipal and school turf irrigation use remain voluntary.

Other water providers have also taken steps to conserve water and inform their citizens about the low snowpack. Council and Longmont citizens may have heard recently about other water providers instituting mandatory watering restrictions, however those that have done this either rely on west slope supplies to a greater extent, or do not have as robust storage reserves as Longmont does at this time.

Water Board reviewed the attached 2012 Water Supply & Drought Management Plan on April 16, 2012 and unanimously recommended that City Council accept the 2012 Water Supply & Drought Management Plan and to remain at a Sustainable Conservation Level Drought Response. Water Resources staff concurs with Water Board's recommendation.
