The wipers on my chevrolet 1993 suburban wouldn't turn off and the washer wouldn't turn on. I found on this video it explained there is a problem with the circuit board and you can test it by moving the connector (from roadragecustoms )    • Common GM Wiper Problem   and this one from mr diyguy123 explains how you can try to just reflow the cold solder joints    • GM Wiper Motor Fix  
I attached some video and pictures where you can see pins have separated completely from the solder joints.
