Tommy Vercetti decided to head to Starfish Island to speak to Ricardo Diaz who's nestled angrily at his luxurious mansion.

Whilst wielding a Pistol, Mr. Diaz explains to Mr. Vercetti that each month a freelancer sails into Vice City with a fancy yacht and they sell It's cargo to the first boat that connects with them. Ricardo needs Tommy to take his Squalo II speedboat and race against the competing boats for the yacht.

Lance Vance just so happens to already be in the fastest boat and accompanies Tommy on this supply & demand errand. The dynamic duo manage to outperform the other speed boats and confiscate the yacht. Only, this time Mr. Vance is driving it and Tommy has a Kruger to deter any pursuers.
