👋 Hello, Deaf, Hard of Hearing, ASL interpreters, teachers, allies, and everyone!
This is Octavio Cuenca Maldonado, advocating for the Deaf and hard-of-hearing communities in New Jersey. I work with Chris Sullivan, and we're engaged with various Senators and Assemblymembers to support two important bills: The "Right to Mental Health for Individuals who are Deaf or Hard of Hearing Act" (A5600/S4007) and the LEAD-K (Language Equality and Acquisition for Deaf Kids) two amendments (A5276 and A5561).
Why is this mental health bill important 🤔?
As you see, many Deaf and hard-of-hearing individuals often struggle with depression, isolation, addiction, unemployment, and more. The main reason due to language and communication barriers, which is limited access to appropriate mental health programs, leading to worse mental health outcomes.
✨ The Mental Health Bill will create a Deaf Services Coordinator. This role will ensure various mental health programs are Deaf-inclusive, the workforce's understanding of Deaf culture and its needs, increase ASL interpreter availability, and improve overall accessibility and quality of mental health services for Deaf communities in New Jersey.
Why is this LEAD-K’s Amendments important 🤔?
👶 LEAD-K, already in passed since 2019, supports Deaf and Hard of Hearing babies and toddlers aged 0-5, ensuring they have the language resources and a more positive impact on their healthy cognitive and linguistic development to prevent language deprivation kindergarten can ready when they start school. The proposed amendment seeks to strengthen this bill to expand language teams to monitor language proficiency, encourage parent participation, Develop a computerized tracking system as a purpose based on their improved language and cognition, and Mandate collaboration of state agencies and partners working together to benefit Deaf babies and toddlers.
