In 2009, Nigeria came dangerously close to fixing its broken oil system.

This documentary explores the little-known reform effort that began under President Umaru Musa Yar’Adua—an ambitious attempt to overhaul Nigeria’s oil and gas sector through what later became the Petroleum Industry Bill (PIB).

At a time when over 16 outdated laws governed the oil industry, revenue leakages were massive, and host communities remained impoverished, a quiet reform agenda was taking shape inside Abuja. The goal was simple but dangerous: reduce elite control, strengthen transparency, restructure the national oil company, and redefine how oil wealth served the nation.

Then politics intervened.
