STORYLINE
Financial crises, globalisation and the still-emerging role of the Internet were forcing governments to adapt, innovate and decentralise, world leaders said on Tuesday.
The sixth Global Forum on Reinventing Government, with a main theme of "Toward Participatory and Transparent Governance", opened in Seoul for a four-day run with some three and a half thousand participants from 140 countries.
The goal is reforming government to increase participation and transparency.
Ten world leaders were attending, with South Korean President Roh Moo-hyun, Brazilian President Luiz Inacio Lula Da Silva and Thai Prime Minister Thaksin Shinawatra speaking at the opening ceremony.
Roh said while delivering a speech: "We in the global community have to compete in many areas, but there are indeed, many ares where we should pool our energy and share as neighbours."
As part of worldwide efforts to meet the new challenges hand-in-hand with other countries, South Korea is partnering with United Nations to host the event from May 24 to 27.
Thai Prime Minister Thaksin Shinawatra said reinventing government was about effectively anticipating and responding to change.
Luiz Inacio Lula Da Silva, the Brazilian President, said the ceaseless search for political democracy should be accompanied by economic and social achievements.
Attending leaders also included Tajikstan President Emomali Rahmonov, Iranian Vice President Hamid Reza Baradaran Shoraka, Sri Lankan Prime Minister Mahinda Rajapaksa and former Dutch Prime Minister Wim Kok.
