"It is a moving moment for us to be here and that we could sign this agreement. It is a programme for remembrance that we are financing with 10 (m) million euros (13.2 (m) million US dollars). It is very important that we will never forget what happened it is the darkest chapter of our own history."

STORYLINE:
German Foreign Minister Guido Westerwelle held talks with Palestinian President Mahmoud Abbas in the West Bank town of Ramallah on Wednesday.
The pair discussed attempts to resume Israeli-Palestinian peace talks.
Germany has been pressing for progress following recent talks between Israeli and Palestinian negotiators.
A round of low-level peace negotiations hosted by Jordan ground to a halt last week, in large part because of continued Palestinian objections to Israeli settlement construction.
The recent discussions, meant to finalise an agenda for full-fledged peace negotiations, are sponsored by the "Quartet" of international Mideast mediators - the US, European Union, United Nations and Russia.
Earlier in the day, Westerwelle visited Yad Vashem, Israel's Holocaust Memorial.
The foreign minister signed an agreement whereby Germany will support Yad Vashem to the sum of one (m) million euro (1.3 (m) million US dollars) annually, from 2012 to 2021.
The agreement signifies the German government's wish to help facilitate Yad Vashem's various activities in Israel and globally to promote commemoration, documentation and education of the events of the Holocaust.
