The latest challenge issued by the queen is a simple but tricky one: convert numbers to their English word representation.

The challenge is straightforward, yet the queen's advisors are always trying to find efficient and clever ways to solve problems. The queen decided to make the contest more interesting by adding some conditions:

The advisors should convert any number, regardless of its size, into its English word format.
For numbers between 100 and 999, the word "and" should be included between the hundreds and the rest of the number. For example, 105 should be "One Hundred and Five", not "One Hundred Five".
The program should work with numbers up to 999.
The queen decided to evaluate the submissions based on both efficiency and clarity of the solution. Your task is to implement this feature so that it can process any number up to 999 and produce a valid English phrase for it.

You need to ensure that your program properly formats the English words for numbers, including handling special cases like numbers below 20 and numbers between 100 and 999, which should include the word "and".
