1987年真駒内オープンスタジアムで産声をあげたウエスの野外イベントですが、
13回目の今年、オールナイトコンサートを実施致します。
　10年を期に、[HOKKAIDO ROCK CIRCUIT]から[HASSIN WONDER ROCKET]とタイトルを変え、 時代の流れと共に、こだわりを持ち続けイベントを展開してきました。
感動の涙もあれば、悔しい思いや、疑問もたくさんあります。
ただ、やり続けることを最大の目標とし、成し遂げた結果の集大成が、
[RISING SUN ROCK FESTIVAL 1999 in EZO]です。
