Policing Didn’t Start Neutral: The History of Slave Patrols in America

You’ve heard the phrase “protect and serve.” But for Black people in America, policing has never been neutral.

Before slavery was abolished, slave patrols were legally sanctioned forces made up of white men whose job was to control Black life. They chased people who escaped bondage, broke up gatherings, searched homes, and used violence to enforce a racial order.

This wasn’t lawlessness. It was the law.
After the Civil War, these systems didn’t vanish. They evolved. Slave patrols became sheriffs, constables, and early police departments. Black Codes and Jim Crow laws criminalized everyday Black existence. Surveillance, harassment, and punishment were baked into enforcement from the start.

That’s why modern racial profiling, over-policing, and disproportionate violence aren’t accidents or a few “bad apples.” They are the afterlife of a system designed for control.

Decolonization isn’t about hating police. It’s about telling the truth about origins.
Policing didn’t begin neutral and later become corrupt. It began as a tool to police Black freedom and carried that legacy forward.
