PC Version is very different from the console version.

First:
Clagger = drooling animation
Counter = the move he does where, if you hit him during the animation he will be down for a long time

Savage on PC cannot by claggered while shooting the head. He can only be claggered from the stomach (And the threshold is very high, if you only shoot the belly you will get 1 maybe 2 clagger a fight).

On console, he can clagger from any part of his body and the threshold is low. It makes the fight an absolute joke on console, because you just have to do 1 damage anywhere after he gets up from his counter to clagger him. It allows to keep the tenderize and get some damage in so you can get him to do the counter attack immediately after.
On console you can effectively perma stun him by chaining counter and clagger.

While I like the fight better on PC, because you can't cheese him anymore and you have to actually fight him, it is a pain to keep him tenderized.
Also, the biggest issue is that, for now, it is impossible to get competitive speedruns of deviljho on PC because he does not behave the same way.
Capcom has made no statement, I do not know if this is a bug, or a "buff".
Regardless, they need to either patch the PC version, or buff the console version.
